Abstract

The modernization of information management systems is an imperative in the digital transformation of the Public Administration. In Cuba, the Ministry of Culture (MINCULT) needs to improve systemic efficiency in monitoring its indicators, due to a critical dependence on manual processes with spreadsheets for the collection, consolidation and reporting of data at the national level. This limitation generated an informational bottleneck that affected the timeliness and quality of decision-making. The main objective of this article was to design and implement an indicator management system architecture that would resolve these deficiencies, ensuring functionality in low connectivity environments and aligning with the principles of technological sovereignty. The methodology focused on the configuration and implementation of the open-source platform DHIS2 (District Health Information Software 2), adapting its five-layer architecture, its business object model (Data Elements, Indicators, DataSets, Organization Units) and high-performance components (BatchHandler). The results show that the implemented solution eliminated manual file manipulation, met the offline operation requirement through the DHIS2 Data Entry application and guaranteed automatic hierarchical aggregation of data. It is concluded that the modular architecture of DHIS2 constitutes a viable, scalable and sustainable solution for information management in the context of the Cuban public administration, significantly reducing latency in data availability and strengthening evidence-based governance processes.
